SCRAM Ankle Bracelet Checks Offenders for Alcohol
Consumption
Alcohol monitoring of offenders goes high tech in East Texas. Judges
in this part of the country are starting to order that offenders
wear the Secure Continuous Remote Alcohol Monitor (SCRAM) ankle
bracelet, which monitors for alcohol consumption.
| The courts in Houston,
Dallas and other cities in the East Texas areas are ordering
the SCRAM ankle bracelet in cases where alcohol was a contributing
factor. The alcohol bracelet is being used for conditions of
parole, suspended sentences and a reduction in bail.
The SCRAM alcohol bracelet uses transdermal analysis to test
perspiration for levels of alcohol secreted through the skin.
The findings are then sent through a telephone modem to a
computer lab in Colorado, which monitors the systems.

The alcohol bracelet has been found to be tamperproof though many
offenders have tried unsuccessfully to disable or diffuse the readings.
The SCRAM bracelet also checks for this type of behavior and reports
its findings to the alcohol monitoring center.
The SCRAM
alcohol bracelet is part of an overall program for judges to insure
treatment, supervision and accountability within the court system.
